CONSULTATION ON WIRELESS TEST LICENSING
ComReg operates a dedicated licensing regime for the testing of new wireless equipment and services, ComReg is proposing a number of changes to the existing test licensing regime to reflect more fully the needs of the wireless communications sector in Ireland. They have just launched a public consultation on this topic and would welcome your input. The new proposals are intended to make the existing test licensing regime more attractive to those involved in wireless research and development, and to encourage developers to choose Ireland as their preferred location for trialling new technologies or services in Europe. ComReg is also proposing to introduce a new class of trial licence to cater for public trials of novel or innovative radio services. For further information on the consultation please contact Sinead Devey (email – sinead.devey@comreg.ie, tel: +353 1 8049621). See: www.comreg.ie/whats_new/default.asp?ctype=5&nid=101709

NEW EC COMMUNICATIONS NETWORK CALL FOR TENDER
The European Commission has issued a call for tender for the provision of a new communications network that will facilitate data exchange between it and the EU member states. The new EUR100 million system, known as s-TESTA (secured Trans-European Services for Telematics between Administrations), will offer a secure means of transferring data between the national administrations of EU and EEA member states and all EU institutions and agencies. The Commission is seeking proposals from suppliers who can implement a dedicated secure infrastructure with at least one access point in every member state and EU organisation. It is planned that the new network will build on existing national and local e-government systems, connecting in to a trans-European network. The Commission envisions that the new system will replace the current TESTA system in mid-2005. Responses to the tender notice must be submitted by 13 September 2004. UK ON-LINE AD CAMPAIGN FOR E-SERVICES
The UK government is launching an Internet advertising campaign that uses popular search engines to raise awareness of e-government services. According to a report by eGov Monitor Weekly, the Cabinet Office’s eGovernment Unit is sponsoring search results on Google, Overture and Espotting in a bid to drive traffic to the new Directgov site. When users of these search engines enter terms that match the keywords bought by the government, short text ads for the citizens’ portal will appear alongside or within the search results. The government has purchased search terms relevant to three key groups of citizens: parents, people with disabilities, and motorists. The paid listings will appear in results on the search engines’ advertising networks, which include Yahoo, AOL, Wanadoo and MSN, ensuring exposure to potentially millions of UK Internet users. The campaign is scheduled to run until the middle of October. Source: ENN www.enn.ie/frontpage/news-9546971.html

NEW ECABINET UP AND RUNNING
Officially launched on 15 July by Minister Mary Hanafin, the new eCabinet system — Phase 1 — is now up and running. Full electronic Cabinet administration is now a reality. Every Government department can now electronically process documentation for Cabinet, from start to finish, starting with the initial draft of a proposal (“Memo”) for Government. The system is an innovative one. It facilitates the internal review and sign-off process within the sponsoring department and secure electronic consultation between departments, right through to submission of the resulting memorandum to Government. Significant benefits are already being felt by departments using the system, according to Cabinet Secretariat Manager Gary Davis. One department recently saved itself having to copy and manually deliver almost 10,000 pages of documentation associated with a legislation memorandum. Phase 2 is well advanced and will include briefing facilities for Ministers and a choice of single-page Memo overview formats for Cabinet Ministers. This will enable the quick absorption of key information. It is then planned to deploy the system permanently to the Cabinet table. www.taoiseach.gov.ie
